as drainage needs arise because of development activity. The con- <br />struction of this system will be funded through the special -: <br />assessment procedure. The basis of the assessment policy is a <br />consistent rate for each type of land use throughout the study <br />area. These rates will be adjusted manually by utilizing a <br />construction cost index to assure that sufficient funds are <br />available to construct the system. <br />In addition to constructing an adequate storm water collection <br />system it must be remembered that proper maintenance of this <br />system is required. This maintenance will insure the continued <br />satisfactory operation of the drainage system. <br />Providing for the development and operation of a satisfactory <br />drainage system in Ramsey will require the following: <br />1) Adoption of an assessment policy by the City Council. <br />2) Preparation of a storm drainage capital improvements program <br />based on projected development, fiscal requirements and the <br />comprehensive storm drainage plan. - <br />3) During the annual budgeting procedure the City must con- <br />tinually address the maintenance needs of the developing <br />storm drainage system to insure sufficient city personnel <br />and equipment are available to provide proper maintenance. <br />4) Requirements that developers of large -scale projects do <br />what is practical to slow the rate of runoff into the <br />municipal system. <br />3. WATER <br />WATER The City of Ramsey does not presently have a municipal water <br />a. Inventory system. There has been no documentation of well failures or <br />polluted wells in concentrated areas, therefore, there is <br />no immediate need for providing water. <br />WATER As was indicated earlier in the report the City of Ramsey is <br />b. Plan planning to construct sewer lines after the CAB interceptor <br />sewer line is completed to the City limits. A comprehensive <br />storm drainage plan was also recently completed which designates <br />necessary improvements. Since there are some advantages in con- <br />structing a water system in conjunction with sanitary and storm <br />sewer systems the City of Ramsey has completed the first step in <br />a municipal water system which is a comprehensive water plan. <br />Some of the advantages of a municipal water system are: <br />a) fire protection <br />b) some commercial and industrial uses require <br />municipal supply <br />c) the long term costs for the user is less. <br />74 <br />
