Soil types. <br />HEALTH HAZARDS <br />General <br />All systems which are in a state of disrepair and /or improperly <br />constructed, or which in relation to existing use constitute a <br />hazard to safety or health or public welfare by reason of either <br />inadequate maintenance or construction, dilapidation, or <br />obsolescense, as determined by the inspection procedures in <br />Section 150.01.5 or any other effective section or city code, are <br />for the purpose of this chapter hereby declared to be health <br />hazards. All such health hazards shall be abated by repair, <br />rehabilitation, demolition, or removal in accordance with the <br />procedure specified in Chapter 150.01.8B. <br />Notice To Owner <br />1. The plumbing inspector shall examine, or cause to be <br />examined, and inspect every sewage disposal system reported as <br />improperly constructed or maintained in accord with the <br />inspection procedures as prescribed in Chapter 150.01.5, and if <br />such system is found to be a health hazard as defined in this <br />section, the plumbing inspector shall give to the owner of such <br />system written notice stating the defects thereof. This notice <br />may require the owner or person in charge of the systems to <br />within seven (7) days commence either the required repairs and <br />improvements or corrective actions to bring the system into <br />compliance with this chapter. All such work shall be completed <br />within ninety (90) days from the date of the notice, unless <br />otherwise stipulated by the plumbing inspector. If necessary, <br />such notice may also prohibit forthwith any further discharge <br />into the system until all defects have been abated and approved <br />by the plumbing inspector. <br />2. Proper service of such notice shall be by personal <br />service upon the owner of record, if he shall be found within the <br />Ramsey municipal limits. If he is not found within the Ramsey <br />municipal limits, such service may be made upon said owner by <br />registered mail or certified mail, provided that if such notice <br />is by registered mail or certified mail, the designated period <br />within which said owner or person in charge is required to comply <br />with the order of the plumbing inspector shall begin as of the <br />date he receives such notice. <br />3. At the time of service of notice as above described, the <br />plumbing inspector shall also by mail forward a copy of said <br />notice to the City Council. <br />
