to the ground surface and be provided with seals to prevent odor <br />and to exclude insects and vermin. A manhole of at least twenty <br />(20) inches in dimension shall extend to a point within twelve <br />(12) inches, but no closer than six (6) inches, below finished <br />grade. The manhole cover shall be covered with at least six (6) <br />inches of earth. <br />Depth Of Bury <br />The tank shall be protected against floatation under highwater <br />table conditions. <br />Capacity <br />For a dwelling, the size shall be two thousand (2,000) gallons or <br />four hundred (400) gallons times the number of bedrooms, <br />whichever is greatest. For permanent structures other:than <br />dwellings, the capacity shall be based on measured flow rates or <br />estimated flow rates. The tank capacity shall be at least five <br />(5) times the daily flow rate. <br />Location <br />Holding tanks shall be located: <br />a. In an area readily accessible to the pump truck under <br />all weather conditions; <br />b. As specified for septic tanks; <br />c. Where accidental spillage during pumping will not create <br />a nuisance. <br />Water Meter <br />A water meter shall be required with all holding tanks to measure <br />the flow to all plumbing fixtures except the outside sillcocks. <br />Readings shall be submitted at least quarterly to the pumper and <br />the council. Readings shall be used to establish the amount of <br />sewage pumped and hauled. <br />Contract <br />A contract for disposal and treatment of the sewage wastes shall <br />be maintained by the homeowner or pumper with a municipality, <br />agency or firm established for that purpose. <br />Accidental Overflow <br />Holdings tanks shall be monitored to minimize the chance of <br />accidental sewage overflows. Techniques such as visual <br />observation, warning lights or bells, or regularly scheduled <br />pumping shall be installed which allows twenty -five per cent <br />(25X) reserve capacity after actuation. <br />
