1. All lots proposed for individual sewage treatment systems
shall be evaluated by the Ramsey Plumbing Inspector in accordance
with this section and in accordance with Chapter 150.01 of this
code.
2. Prior to final plat approval, and in addition to the platting
requirements of the City Code the subdivider shall file a final
grading plan of the plat to be developed which shall contain the
following information:
a. All legal setback requirements from existing and
proposed buildings, property lines, sewage tanks, soil treatment
areas, water supply wells, buried water pipes and utility lines,
lakes, rivers, streams, large trees and the location of all such
improvements on adjoining lots within one hundred fifty (150)
feet of the site;
b. Slope;
c. The existence of lowlands and local surface depressions;
d. Depth of the seasonal high ground water table;
e. Soil conditions, properties and permeability;
f. Surface water flooding probability.
3. The evaluation shall begin with evaluation of the data
contained on the final grading plan described in paragraph 2
above, along with an evaluation of the following: Preliminary
plat, if applicable, flood plain and soil survey maps, soil
interpretation sheets, experience and any other relevant
information. If this evaluation in the opinion of the City
Engineer, yields enough information and the site is suitable,
approval may be given for the installation of the standard system
of Section 150.014F. If the preliminary evaluation does not
produce sufficient information, a field evaluation shall be
required, including but not limited to slope and setback
measurement, soil borings and percolation tests.
4. If at any time during the course of the preliminary or field
evaluation, limiting characteristics for a standard system are
discovered, the City Engineer shall determine if an alternative
site for a standard system is available on the affected parcel of
real property; and if such a site is available, then the City
Engineer shall require an evaluation of the alternative site.
5. If a detailed field evaluation is deemed necessary, the City
Engineer shall employ the following procedures:
a. A preliminary soil boring shall be required in the
center of the proposed individual sewage treatment system in
accordance with the procedures presented in Section 170.038H
