Voting No: None. . <br /> <br />City Council requested that City Staff prepare a list indicating the number of persons <br />owning 5 acres or more in Ramsey; based on that, Council will determine whether it is <br />economica:Ily feasible t{) notify all of those property owners by registered mail of the public <br />informational meeting regarding 4 in 40 zoning. <br /> <br />Case #11: Adopt Park Dedication Ordinance:.. <br /> <br />Mr. Banwart recalled that Council introduced the proposed park and open space dedication <br />ordinance on June 27, 1989. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to adopt the <br />park and open space dedication ordinance. <br /> <br />Further Discussion: . Councilmember Peterson inquired if the Park Commission has <br />r~viewed the park dedication ordinance.. Mr. Otto stated that the Park Commission had <br />reviewed the ordinance and determined that City Council should work out the final details; <br />the Park Commission has not seen the ordinance since it's introduction. <br /> <br />Councilmembers Peterson and Pearson withdrew their motion. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to table <br />adoption of the park dedication ordinance until the regular meeting scheduled for July 25, <br />1989 and in the interim, submit the fi.nal version of it to the Park and Recreation <br />Commission and the Planning and Zoning Commission for review. <br /> <br />Motion carried. Voting Yes:. Mayor Reimann, Councilmembers Peterson, Pearson, Cich <br />and DeLuca. Voting No: None. <br /> <br />Case #12: Adoption Of Ordinance Changing The Solid Waste Depositing <br />Fee: <br /> <br />Mr. Banwart stated that effective July 1, 1989 Legislature authonzed hosting cities to <br />increase the cubic yard fee from $.35 to $1.00, $.25 of which must be used for solid waste <br />abatement activities. Ramsey City Council introduced it's ordinance to increase the cubic <br />yard fee to $1.00 on June 27.. <br /> <br />Mayor R~imann. inquired if the proposed cubic yard increase has been discussed with the <br />landfill. . . <br /> <br />Mr. Hartley replied that Mr. Terry Miller is aware of the proposed increase but was not <br />aware of the amount established by Legislature. <br /> <br />Mayor Reimann stated that Mr. Terry Miller is of the opinion that the rate increase should <br />be coincided with the Elk River landfill. <br /> <br />Mr. Banwart noted that delaying adoption of the ordinance will lose thousands of dollars in <br /> <br />City CounCil/July 11, 1989 <br />Page 10 of 12 <br />
