<br />_,-#'":t. <br /> <br />t. <br /> <br />Dear Resident: <br /> <br />As you may be aware, the City of Ramsey lies within the Seven County Metropolitan Area and is <br />influenced by the policies of the Metropolitan Council (a unit of government primarily charged <br />with long-range planning). The Metropolitan Council as well as the Ramsey City Council are <br />concerned about urban growth exceeding the ability of cities to meet the demands for services <br />that go along with growth. Specifically, City leaders see Ramsey as a City with urban areas and <br />non-urban areas offering a flavor of country living. To preserve this country living, the <br />Metropolitan Council recommends that the City restrict development to no more than four (4) <br />homes per forty (40) acres. <br /> <br />Therefore, the City of Ramsey will be restricting future subdivisions of land to <br />a density of no more than four homes per 40 acres for property lying outside <br />the Urban Area (see attached map). These restrictions will take place January <br />1, 1990. <br /> <br />What does this mean to most residents in the R-1, Rural Area of the City? Existing homes are <br />not affected by this policy change. Landowners with parcels larger than five acres may <br />subdivide with 2.5 acre lots only if the preliminary plat is approved by City Council prior to <br />January 1, 1990. After January 1, 1990, the parcel may be subdivided but with a maximum <br />density of four units on 40 acres. The City is currently evaluating whether some portions of the <br />City should be permitted to develop with minimum lot sizes of 2.5 acres and other areas at <br />minimum lot sizes of ten acres. Under either alternative, the maximum density would be <br />limited to four units per 40 acres. <br /> <br />A number of 40 acre parcels within the City have several existing homes on them with a large <br />tract of 25-30 acres remaining. The allowable density of four per 40 will be based on the <br />development of that remaining parcel as of January 1, 1990. Thus, a 25 acre parcel as of <br />January 1, 1990 could be developed with only two lots. The minimum size of either lot may be <br />2.5 acres or ten acres depending on its location in the City. As an example, if two lots of 2.5 <br />acres each in size were subdivided from a remaining 25 acre parcel, all development rights for <br />the parcel would be used, and the remaining 20 acres would be undevelopable. Development <br />restrictions would run with the land so that the remainder would not be developed. <br /> <br />If you own a parcel of land larger than five acres which you have thought about subdividing, you <br />are affected. An informational meeting will be held at 7:00 p.m. on Monday, August 28, 1989 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. In addition, <br />City Staff are prepared to assist by answering questions and providing further explanation of <br />the process.
