Name of amendment: Expanding Urban Area <br /> <br />Description/Summary: The Ci ty is proposing to amend its <br />Comprehensive Plan to expand the boundaries of the Urban Service <br />Area to allow for additional urban residential developnent. Urban <br />residential lots were first available in the City in 1985; the <br />majority of these lots are now developed and there are currently <br />very few lots left. It is the City's intent to maintain an <br />inventory of urban residential lots. <br /> <br />The City Council has agressively encouraged development in its <br />existing urban area. In 1987, the City Council authorized the use <br />of tax increment funds to extend sanitary sewer and municipal <br />water to serve a portion of the City's COJ'llI1'ercial and industrial <br />areas. Currently, City staff is reviewing the feasibility of the <br />City financing the extension of sanitary sewer and municipal water <br />to allow for additional urban residential developnent. <br /> <br />en March 22, 1988, the City Council discussed implementing a rural <br />residential density policy of one unit per ten acres at some <br />specific future date (in the next 12-18 months). At that time, <br />the City Council requested that staff continue negotiating with <br />Metropolitan Council staff as to the date for irnplanenting such a <br />policy. <br /> <br />C. Please refer to Exhibit B for a list of attachments pertaining to <br />the proposed amendment. <br /> <br />D. What is the official local status of the plan amendment? <br />~ The Ramsey Planning and Zoning Commission conducted a <br />public hearing on the proposed amendment on Apr il 5, 1988 <br />(see attached minutes) . <br />Approved by governing body, contingent upon Metropolitan <br />Council review. <br />.lL The Ramsey City Council discussed but took no action on the <br />proposed amendment on March 22, 1988 (see attached <br />minutes) . <br />other. <br /> <br />E. The following adjacent local governmental units affected by the <br />change have been sent copies of the plan amendment: <br /> <br />Cities of Andover, Anoka, Champlin and Dayton. <br />
