Name of amendment: Expanding Urban Area Description/Summary: The Ci ty is proposing to amend its Comprehensive Plan to expand the boundaries of the Urban Service Area to allow for additional urban residential developnent. Urban residential lots were first available in the City in 1985; the majority of these lots are now developed and there are currently very few lots left. It is the City's intent to maintain an inventory of urban residential lots. The City Council has agressively encouraged development in its existing urban area. In 1987, the City Council authorized the use of tax increment funds to extend sanitary sewer and municipal water to serve a portion of the City's COJ'llI1'ercial and industrial areas. Currently, City staff is reviewing the feasibility of the City financing the extension of sanitary sewer and municipal water to allow for additional urban residential developnent. en March 22, 1988, the City Council discussed implementing a rural residential density policy of one unit per ten acres at some specific future date (in the next 12-18 months). At that time, the City Council requested that staff continue negotiating with Metropolitan Council staff as to the date for irnplanenting such a policy. C. What is the official local status of the plan amendment? ~ The Ramsey Planning and Zoning Commission conducted a public hearing on the proposed amendment on Apr il 5, 1988 (see attached minutes) . Approved by governing body, contingent upon Metropolitan Council review. .lL The Ramsey City Council discussed but took no action on the proposed amendment on March 22, 1988 (see attached minutes) . other.
