W. <br />Ramsey, Minnesota 55303 <br /> <br />Dear Ms. -Norris: <br /> <br />It was a pleasure for me and other Metropolitan Council staff to meet with you <br />last week concerning the pending City of Ramsey Comprehensive Plan Amendment. <br />This amendment is for the addition to the city's Metropolitan Urban S~rvice <br />Area (MUSA) of approximately 140 acres of proposed residential uses. As <br />indicated at our meeting last week, Metropolitan Council staff is unclear about <br />the specific intentions of the city regarding implementation of a Rural <br />Residential Development Program. <br /> <br />Material submitted to the Metropolitan Council in your April 21, 1988 <br />correspondence indicates that the City of Ramsey is exploring implementation of <br />a Rural Residential Development Program. Council staff has questions related <br />to the specific features,timing and method of implementation, and enforcement <br />procedures of the Program. <br /> <br />As you know, the Metropolitan Council recommends residential development in non- <br />MUSA areas at a density no greater than one unit per 10 acres computed on a 40- <br />acre basis. <br /> <br />A related concern is that without control of rural area density, an urban <br />service area expansion will not be used. Metropoli tan agencies have made <br />significant financial investments in sewer facilities to support urban <br />development in the Ramsey area. These regional financial investments are not <br />efficiently utilized so long as the City of Ramsey permits urban density <br />residential development in unsewered areas. Council staff is most interested <br />in any actions which the City of Ramsey is contemplating that addresses these <br />iss ues . <br /> <br />Please let me know the nature of proposed city action on rural area residential <br />development.
