Ramsey, Minnesota 55303 RErr:- FEB - 9 :~ RE: Ramsey Comprehensive Plan Amendment Review MUSA Extension for 405 acres Metropolitan Council District 9 Metropolitan Council Referral No. 13834-3 Dear Mr. Banwart: The Metropolitan Council staff has reviewed the proposed Ramsey comprehen- sive plan amendment received by the Council on January 30, 1989. We have determined that the proposed amendment presents a potential impact on the metropolitan system plans, specifically on the metropolitan wastewater and sewer, transportation and aviation systems. The Council needs to give further consideration to the impacts on the sanitary sewer, transportation and airport systems of the proposed MUSA extension. A 90-Day review is required by the Council to complete this analysis. A proposed amendment that has a potential impact on metropolitan systems may not be put into effect by the local government until the Council review is complete. The law allows the Council 90 days from receipt of the proposed amendment to complete its review. If the Council requires a modification to the proposed amendment, the amendment may not be put into effect until the Council has approved the modification. The 90-day review period ends on April 30, 1989. Within that 90-day period, Council staff will complete a review of the proposed plan amendment and submit a draft copy to the city prior to consideration by the Metropolitan and Community Development Committee.
