September 20, 1990 <br />City of Ramsey <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 • (612) 427 -1410 <br />Mr. John Rutford, Referral Coordinator <br />Metropolitan Council <br />Mears Park Center <br />230 East 5th Street <br />St. Paul, Minnesota 55101 <br />Re: MUSA /Comprehensive Plan Amendment <br />Dear Mr. Rutford: <br />Enclosed for Metropolitan Council review are five copies of a <br />comprehensive plan amendment for the City of Ramsey. The City of <br />Ramsey, via a submittal dated January 26, 1989, proposed MUSA <br />expansion by 405 acres. The Metropolitan Council on July 13, 1989, <br />approved an extension of 200 acres and, subject to conditions, <br />approved the remaining 205 acres. This comprehensive plan amendment <br />is based on the January submittal, recognizes the 405 acre <br />expansion and provides data to meet the conditions imposed on the <br />205 acre portion of the expansion. <br />The conditional approval required Metropolitan Council review and <br />approval of three city policy issues. Thes? are related to rural <br />residential development density, to prohibition of on -site sewer <br />systems in the MUSA area and to mandatory connection to the <br />municipal sewer systems when service is available within the MUSA. <br />These requirements were immediately met by city resolution and have <br />subsequently been implemented by adoption of city ordinances. The <br />applicable ordinances are included in the appendix of this <br />submittal. This data is responsive to the Metropolitan Council <br />staff report dated July 20, 1989, items numbers 1, 2, and 3. The <br />205 acre approval was also conditioned on an evaluation of land use <br />policies on the metro highway system (report item 12). That <br />evaluation is included herein. <br />The Metropolitan Council staff report included a number of requests <br />that, while not conditions of approval, were identified as <br />desirable comprehensive plan amendments.
