VIII.CITY OF RAMSEY ON -SITE SYSTEM MANAGEMENT PROGRAM <br />The City of Ramsey on -site sewage treatment regulations are <br />addressed in Ramsey City Code Chapter 150.1 (Sewage Disposal <br />Systems - Appendix A -1), Ramsey Zoning Ordinance Chapter <br />170.12 (Subdivision Appendix A -2), and Chapter 170.13 <br />(Soils). The regulations were modeled in technical content <br />after Minnesota Rules 7080 (Individual Sewage Treatment <br />Systems Standards). Adoption of Ordinance 89 -16 updated <br />these controls to comply with 1988 and 1989 revisions to <br />Minnesota Rules 7080. <br />Installation of a new or replacement septic system requires <br />a permit and inspection by the Ramsey Plumbing Inspector who <br />is certified by MPCA. The plumbing inspector maintains <br />records of site evaluations and designs of new septic <br />systems where site evaluations are required. Certain areas <br />in Ramsey are known to have Class I soils; site evaluations <br />are not required in these areas. The City Code requires <br />that the inspector or homeowners measure scum level in <br />septic tanks every two years. The City does inform <br />homeowners of the need for septic tank pumping maintenance <br />by publication in local media once a year. The City <br />inspects and cites failed septic systems. However, septic <br />system failures are usually reported by homeowners or <br />neighbors who live near the failed system. <br />The City requires licenses for site evaluators, septic <br />system installers and pumpers. Site evaluators must be <br />certified by the MPCA voluntary certification program. As <br />of January 1989, installers must also be certified by the <br />MPCA. <br />On -Site Disposal Systems <br />New subdivision of land within the City's MUSA boundary <br />requires extension of and connection to public utilities. <br />City Ordinance 89 -25 requires connection of all existing <br />dwellings, buildings, structures within the MUSA boundary to <br />the public sanitary sewer system within two years of the <br />date that municipal sewer is available to the premises. <br />Where public sewer systems are not available in the <br />commercial /industrial area, the City sewage disposal systems <br />chapter of the City Code, as revised by Ordinance 89 -16, <br />limits final treatment and disposal of sewage to soil <br />treatment systems constructed in compliance with the <br />ordinance which incorporates the provisions of Minnesota <br />Rules 7080. Development agreements require that the <br />property must be connected to city sewer when it becomes <br />available. The recent adoption of Ordinance 89 -16 rescinded <br />former provisions permitting alternative, non - septic tank <br />and drainfield, provisions for sewage disposal except for <br />41 <br />
