residential, commercial, industrial, and institutional <br />development to the Metropolitan Urban Service Area of <br />the City. <br />Urban Reserve Area - This area is the area between the <br />MUSA and the City's designated urban area boundary. <br />This is the area where future MUSA expansions would <br />logically occur. As an integral part of this policy, <br />the City will work to preserve the capability for <br />orderly and economic expansion of urban services to <br />this area. <br />Rural Transition Area This area abuts the urban <br />reserve area and is predominantly one to two and a half <br />(2.5) acre residential lots. This area lies within the <br />Metropolitan Waste Control Commission's District 3 <br />boundary for sanitary sewer. The lots in this area are <br />generally capable of being subdivided, however, <br />extension of sanitary sewer is not anticipated for more <br />than 20 years. <br />Rural Service Area — This area encompasses the <br />remainder of the City. This area provides for long <br />term large lot (1 unit per 10 acres) residential use <br />and agricultural or open space areas. <br />Development Policies Relating to the Metropolitan Urban <br />Service Area <br />In response to the issues associated with future <br />growth, the City has adopted the following policies <br />concerning the Metropolitan Urban Service Area: <br />In order to accommodate future growth and to promote <br />efficient provision of public services, future growth <br />should occur in the Metropolitan Urban Service Area of <br />the City. <br />3. POLICY - Future public investment in urban services <br />should occur in the Metropolitan Urban Service Area of <br />the City. <br />4. POLICY - Service level - The City will support growth <br />that can be accommodated within existing or planned <br />service capacities. Growth beyond the service <br />capability of the City has potential for adverse impact <br />on not only the City but on surrounding areas. The <br />service levels should be maintained at a level that <br />adequately serves the residents. <br />54 <br />
