Urban Reserve Area Development Policies <br />5. POLICY - The City comprehensive plans reflect the <br />projected use, staging of urbanization and public <br />facilities programming for the land surrounding the <br />City. The areas under the City plan which are . <br />scheduled for urbanization beyond 2000 will be shown as <br />Urban Reserve Area. <br />............. <br />6. POLICY - Service level - The service levels in the <br />Urban Reserve Area should remain the same as that of <br />the Rural Transition Area until such time as the land <br />is added to the MUSA. <br />7. POLICY - The Urban Reserve Area shall be managed to <br />accommodate urbanization in accordance with the <br />comprehensive plan of the City. With the exception of <br />limited development provided for in this policy, the <br />land in the Urban Reserve Area shall have a residential <br />density not to exceed 4 dwellings per 40 acres with a <br />minimum lot size of 10 acres. <br />Rural Transition Area Development Policies <br />8. POLICY - Activities that require levels of service <br />higher than existing or proposed for the area should <br />not be located in this area. Sewer service shall be <br />provided by private, on -site systems. In the event <br />that it becomes necessary to establish a central sewer <br />and /or water system due to problems caused by existing <br />development, a special assessment district shall be <br />established to pay for the installation and maintenance <br />of such systems. <br />9. POLICY - The principal long -term land use in this <br />policy area will continue to be residential development <br />on 2.5 acre lots. The density shall be four dwelling <br />units per 40 acres on a pro rata basis with a minimum <br />lot size of 2.5 acres. <br />10. POLICY - Certain non - residential land uses may be <br />appropriate in this area. Such uses would include <br />those permissible in the rural service area and <br />businesses that provide a service off the site whose <br />primary use of the land will be storage and maintenance <br />of equipment used off the site. The typical use of <br />this type would be the contractor yard - road building, <br />construction, landscaping, well drilling. This <br />provision would accommodate those operations that would <br />be too large or inappropriate under the home occupation <br />provisions. <br />55 <br />
