28. A vertical inspection pipe" at least 1 -1/3 inches in diameter must be installed in each drainfield rock layer of every mound. The inspection pipe must have three - eighths inch or larger perforations spaced vertically no more than six inches apart. At least two perforations must be located in the rock layer. The inspection pipe must extend to the bottom of the rock layer and must be capped flush with or above finished grade. 30. A pump must be used as specified in this Chapter (Refer to Dosing Devices for Pressure Distributions). 150.01.4H - 2000 URBAN SERVICE AREA ALTERNATIVE Subd. 1 General Sanitary sewer service is expected to be available to portions of the 2000 Urban Service Area by 1990. The 2000 Urban Service Area property owner shall remain responsible for individual waste disposal until such time that the sewer connection is affected. Urban area lot dimensions tend to be more restrictive for certain methods of waste disposal. It is the purpose of this section to provide the urban service area with alternatives to the long -term approach of individual waste treatment heretobefore outlined in this chapter. Such alternatives will allow. for "temporary" treatment until such time that the property is connected to the municipal sewer. Systems described herein are not applicable to the 2000 rural and transition areas (as defined in Section 170.01.2B) as the systems are not considered to be long -term disposal methods. Subd. 2 - Holding Tanks Holding tanks may be allowed only as replacements for existing non - conforming urban service area systems and only where it can conclusively be shown that a standard or approved alternative system cannot be feasibly installed, or where holding tanks can be demonstrated to be more economical than alternative systems. Construction A holding tank shall be constructed of the same materials and by the same procedures as those specified for watertight septic tanks, except that there be no outlet pipe. 12
