Councilmember Woestehoff asked if the electronic poll pads are only recording who showed up <br />to vote. <br />Mr. Lind said yes. <br />Councilmember Woestehoff noted that the Secretary of State has records of who votes regardless <br />of whether electronic poll pads or paper poll pads were used. He asked what the security risk is <br />with electronic poll pads. <br />Mr. Lind stated that no one should know in real time who is voting at a precinct, and they should <br />only know afterwards. <br />Councilmember Woestehoff noted that real time reporting can help with security because it would <br />prevent someone from trying to vote at multiple precincts. <br />Mr. Lind said that each voter has a voter identification number and if it is used more than once, <br />they would find out. He added that they have still not gotten a clear answer from Tom Hunt on <br />whether or not the electronic poll pads are reporting in real time anyway. <br />Councilmember Howell shared that earlier this evening in the Work Session they discussed a JPA <br />between the City and Anoka County to cover some of the election equipment. She noted that the <br />Council chose to do absolutely nothing with this which she sees as a huge risk. She said they had <br />the opportunity to negotiate a better agreement with the County, yet the consensus of the Council <br />was not to negotiate this. She shared that she hopes the Council will reconsider this to address <br />some concerns. <br />Mr. Lind noted that if he were designing a system to cheat an election, he would want to keep <br />count, similar to how these poll pads do. He stated paper poll pads were used until 2016 and there <br />were never any issues. <br />4. APPROVE AGENDA <br />Motion by Councilmember Howell, seconded by Councilmember Woestehoff, to approve the <br />agenda as presented. <br />Motion carried. Voting Yes: Mayor Kuzma, Councilmembers Howell, Woestehoff, Musgrove, <br />Olson, Riley, and Specht. Voting No: None. <br />5. APPROVE MINUTES <br />Motion by Councilmember Woestehoff, seconded by Councilmember Howell, to approve the <br />following meeting minutes: <br />5.01: City Council Work Session dated August 27, 2024 <br />5.02: City Council Regular Session dated August 27, 2024 <br />5.03: City Council Special Session dated September 3, 2024 <br />City Council / September 10, 2024 <br />Page 3 of 8 <br />
