I I I I I I I I provide the consultant with guidance on how to prepare the Comprehensive Plan. It will employ a variety of facilitation techniques and accommodate between 100 and 120 people representing all important City planning interests. 3.3 Establishment of possible Tier II MNRRA obiectives to be the subject of a portion of the community survey. 3.4 Preparation of a vision statement and &uidin& principles. This will include the preparation of a written vision statement and guiding principles to guide and direct the consultant in preparing the Comprehensive Plan. 3.5 Community Survey. This will be a random sample telephone survey of 400 households which will be designed to sample attitudes about community issues and determine which Tier II MNRRA objectives the community desires. I I I I I I I I 3.6 Meetings. This will include one meeting each with the City Planning Commission and City Staff to establish the format for the visioning session and frame the discussion. 3.7 Briefin& session (optional). This will include a briefing of the City Council on the outcomes of the visioning session and what it will mean to the City in formulating its comprehensive plan. 4.0 Forecast Growth and Needs The purpose of this task will be to assess how the City of Ramsey might anticipate growing between now and 2020. Subtasks will include the following: 4.1 The formulation of assumptions to serve as the basis for growth forecasts. 4.2 The forecastin& of growth including population, households and employment based on the assumptions about growth. These projections will be in 5-year increments. 4.3 The calculation of land demand and sewer flows for the City based on growth projections. I 4.4 Meetin& with Metropolitan Council Staff.
