This will involve a briefmg session <br />with the City Council and Planning Commission regarding <br />alternative growth scenarios and the degree of disagreement <br />(if any) with the Metropolitan Council Staff. <br /> <br />4.6 Meetings with City Staff and Planning Commission. One <br />meeting each estimated. <br /> <br />5.0 Develop and Evaluate Alternatives <br /> <br />The purpose of this task will be to create a variety of <br />development patterns and major policies based on alternative <br />growth scenarios and the direction provided by the visioning <br />session participants. <br /> <br />Subtasks will include the following: <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />5.1 Development of alternative land use, transportation and <br />natural resource/open space protection concept plans <br />illustrating a variety of possible physical development <br />scenarios. While it is impossible to determine what those <br />scenarios might be, one could suggest a scenario that would <br />be heavily natural resource protection based while others <br />would make a lesser commitment to the preservation of <br />permanent open space. The consultant will work closely with <br />City Staff to defme the alternative scenarios based on public <br />utility availability, drainage patterns, natural resources, etc. This <br />subtask will also include the evaluation of Mississippi River <br />crossing options. <br /> <br />5.2 The formulation of si~nificant public policy directions which <br />correlate with each development scenario. This will likely <br />include the 10 to 20 most significant policies the City will <br />need to address in preparing the Comprehensive Plan. <br /> <br />5.3 Formulation of a place appropriate urban design framework <br />(optional service) which applies urban design principles to <br />the entire community so as to create a sense of <br />"connectedness", a "sense of place" that is uniquely and <br />distinctly Ramsey and that builds on the City's already present <br />natural, historic and cultural character. This element will <br />include the exploration and application of urban design <br />
