Comprehensive Plan Proposal

Dear Mr. Schroeder:

Per your request I include the attached list of references for your review. These current clients
can attest to our experience and proficiency at dealing with the public even under the most
difficult of circumstances.

I have also amended' our proposal to include a series of three focus group sessions and up to
twelve neighborhood meetings. Attached is a list of the outreach opportunities that will help
residents and 'businesspersons participate productively in the planning process.

While we typically like to include many more public meetings in our proposals, we were
concerned that this project may be price sensitive. We wanted to be as competitive as possible
without compromising the public's opportunities to participate. The public involvement
proposed by our firm always produces excellent results even where neighborhood and special
interest involvement is not included.

Neighborhood involvement needs to fit into our unique approach, an approach which builds the
plan around a whole community. This lets the cc:mmunity vision be the driving imperative rather
than neighborhood issues.

Our public participation enriched approach now includes our originally proposed public
information meeting, visioning session, telephone survey, mail survey, community-wide meeting
and the formal public hearing. We have supplemented that with six neighborhood or special
interest issues meetings that would follow the visioning session. This will allow issues of
neighborhood interest to be discussed in the context of an overall community-wide vision.

We have also enriched our proposal with three issues focus group sessions as discussed at the
interview. These sessions will be specifically designed to build public consent regarding how
issues such as open space/rural area preservation might be accomplished, how to deal with
MUSA, growth management and utility assessments.

7300 Metro Boulevard, Suite 525, Minneapolis, Minnesota 55439
(612) 835-9960 Fax (612) 835-3160
