<br />. <br /> <br />e <br /> <br />What is a Comprehensive Plan ? <br /> <br />Generally, the.Compr~hensive Plan is a document that is an expression of <br />what the community Wants. It serves as a guide to decision making and it <br />represents a state mandated legal requirement. The Plan performs the <br />following functions: \ <br /> <br />'-- <br /> <br />. The CQmp Plan i4entifies. existing conditions related to demographics, <br />economy, employment, land use, physical.features, and infrastructure. <br /> <br />. It contains descriptions of future needs and it contains statements of <br />goals and policies <br /> <br />. Finally, the plan proposes strategies for meeting those needs <br /> <br />Since August 1997 the City of Ramsey, through the Planning Commission, <br />City:CouncU and focus groups, has been working on a ComprehensivePhm. <br />The document outlines where the City wants to be in the year 2020 with <br />policies and goals on how to reach "the Vision". The process has been <br />completed by the City before. The first plan was adopted in 1973 with a <br />major update in 1980 and periodic amendments since 1980. <br /> <br />The City has used the services of a consultant to assist in the process. They <br />have drafted the document with a great deal of input from the City. The <br />Critical issues and the Vision to the Year 2020 are based on the public <br />process, public survey, and focus group work that was completed early on. <br />(please see the attached list of public meetings) <br /> <br />I <br /> <br />The Metropolitan Land Planning Act was adopted by the State Legislature <br />in 1976 and required that municipalities complete Comprehensive Plans. <br />The legislation was recently amended and requires that plans be updated by <br />the end of 1998 and every 10 years thereafter. Ramsey will be submitting a <br />request to extend our deadline for submittal into 1999. The Plan is <br />expected to be submitted to the MetropolitaO. Council in the first quarter of <br />1999 following public review and Planning Commission approval. The Plan <br />is submitted to the Metropolitan Council to assess if it is consistent with the <br />goals and policies of the Region as expressed in Metropolitan Council's <br />Regional Blueprint. <br />
