City of Ramsey c/o Jim Norman, City Administrator 15153 Nowthen Boulevard NW Ramsey,~ 55303 Dear City Council Members: RE: City of Ramsey Comprehensive Plan - Mississippi River Critical Area Corridor/MNRRA Critical Area Plan revision affecting lands within the Mississippi River Critical Area Corridor - revision date March 14,2001 Department of Natural Resources Division of Waters staff have reviewed the proposed City of Ramsey Comprehensive Plan - Mississippi River Critical Area Corridor/MNRRA Plan which affects lands within the Critical Are~RRA Corridor, as of March 14, 2001, as well as various previous drafts. Staff has also reviewed supporting information and recommendation sent by the Metropolitan Council staff to DNR which was received on April 17, 2001. Under ~ Statutes, section 116G.10, subd. 3 and MN Rules, part 4410.9500, subp. 3, amendments of plans affecting lands within the Critical Area Corridor and which relate to Executive Order 79-19 purposes, standards, and guidelines, shall become effective only upon the approval of the'Department of Natural Resources (DNR), following review by the Metropolitan Council and DNR. The procedures specified by statute, rule, and the Executive Order standards for the review of proposed pl~ amendments within 45 days of receipt from the Metropolitan Council to determine whether the plans are consistent with the provisions of the order of designation for the Mississippi River Critical Area Corridor have been complied with by the Department. Pursuant to MN Statutes, section 116G.I0,MN Rules, part 4410.9500, and section E. of Executive Order 79-19 Standards and Guidelines, it is hereby ordered that the portions of the proposed City of Ramsey Comprehensive Plan - Mississippi River Critical Area Corridor/MNRRA Plan which affect lands within the Critical Area/MNRRA Corridor, as of March 14,2001, be conditionally approved contingent on: (1) As noted in previous DNR comments, for those sites developed through a planned cluster development, the 50% of the site preserved as permanent open space shall first permanently preserve the woods,' scenic views, ecological functions, and other features of the natural environment within the planned cluster development site. In addition to the policies to minimize streets and infrastructure, the planned cluster development shall include implementation of low-impact stormwater management practices that focus on on-site infiltration and site design to minimize runoff and mitigate any increased density and impervious surfaces. Rather than a plan amendment, these conditions shall be corrected and included through ordinance provisions . during the Critical Area/Wild and Scenic River ordinance amendment process that will follow in partnership with the Department.
