• • Council Business Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to approve the non -intoxicating malt liquor license for Wis-Sota Management, d/b/a Ramsey Amoco at 6360 Highway #10 NW. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Haas Steffen, Anderson, and Hendriksen. Voting No: None. Absent: None. Rick Bergman introduced himself and Ryan McGammer who is the manager of the business. Mr. Bergman explained he leases the business from Amoco. NEW BUSINESS Case #2: Extension of Development Moratorium on Certain Parcels City Attorney Goodrich reviewed the placement of the earlier moratorium and explained that during the process, parcels have been studied and the moratorium lifted from certain parcels. Now some moratoriums are expiring or are about to expire, the latest expiring on March 31, 1999. Mr. Goodrich noted the Comprehensive Plan has not yet been completed. After it is completed, official action can be taken to adopt control to implement the Comprehensive Plan. He recommended the moratoriums be extended for a period of six months with the understanding they can be terminated earlier, if desired. Mr. Goodrich noted the ordinance under consideration and stated Ms. Frolik has also prepared a resolution, which can be considered. He recommended the Council consider the resolution and introduce the ordinance tonight with adoption considered at a special meeting this coming Monday to approve adopting the moratorium so it can be published by March 5, 1999. Councilmember Haas Steffen noted the map which contains dates and asked if they reflect expiration dates. Mr. Goodrich stated that is correct, noting some have expired and some are about to expire. Since there are no pending applications, there is no legal ramification if it has expired. He stated the City needs to proceed with the Comprehensive Plan process so the official controls can be adopted but this cannot occur until the Comprehensive Plan is completed and adopted. Mayor Gamec asked if the moratorium will remain until the ordinances are adopted. Mr. Goodrich stated that is correct in some circumstances since adopting the Comprehensive Plan will result in changing the Zoning Ordinance. He explained that prior to allowing the moratorium to lapse, the official controls need to be in place so the existing zoning does not take precedence. Mayor Gamec asked how long the City has to put the ordinances into place. Mr. Goodrich stated it will occur very quickly and then a 30-day comment period will be held.
