•
•
Councilmember Hendriksen understood that it stays on until we have completed the
comp plan and also updated our ordinances to reflect the comp plan.
Community Development Director Sherman stated that this is not tied to any action — we
are only doing a date certain and allowing the City to get the zoning ordinance in place.
Councilmember Haas Steffen referenced the area south of C.R. #116 where we might be
looking at frontage roads. This area is probably in that — will this hinder it?
Ms. Sherman replied no — it positively will not.
Councilmember Haas Steffen mentioned that the Millis' were looking for access. Will
this prohibit anything. Is there any way we can get this access if necessary.
Councilmember Hendriksen pointed out that there is a hardship clause.
Ms. Sherman added that Section 3 does not say that it restricts accesses.
Councilmember Haas Steffen stated that she wants to be sure we can construct a road or
do something temporary to allow the Millis' the ability to get to their building.
Councilmember Hendriksen asked why are we going about this taking the "eye -dropper"
approach. We are doing the smallest number of parcels each time we do this. There is a
potential of a parcel getting left out. He stated he is pleased this is six months and not 90
days, but he would rather see a more comprehensive approach to placing a moratorium.
City Administrator Norman explained that the reason we are more site specific was to
address the talk about the City being anti -development.
Councilmember Hendriksen felt that there will still be some who complain. He does not
feel that Ramsey is anti -development; we have been more in the other direction.
Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to
adopt Ordinance #99-02 extending a moratorium on certain parcels within the City of
Ramsey.
Further discussion: Jim Brommer, Kenco Contractors, stated that they have two parcels
north of the railroad tracks and west of Armstrong. They submitted application to build
an office building. He stated he is trying to get educated on what's projected by the City
of Ramsey with regard to the comp plan. Ms. Sherman added that Mr. Brommer has
submitted a site plan review and has asked for an exception to the moratorium.
A roll call vote was performed by the Deputy City Clerk.
Councilmember Hendriksen aye
Councilmember Anderson aye
City Council/March 1,1999
