• •
CASE #
INTRODUCE ORDINANCE TO ESTABLISH
DEVELOPMENT MORATORIUM ON CERTAIN PARCELS WITHIN THE
METROPOLITAN URBAN SERVICE AREA
By: Zoning Administrator Sylvia Frolik
Background:
As you recall, on June 9 the City Council extended the development moratorium another
6 months, but only on certain parcels that are land use sensitive with respect to the current
comprehensive plan amendment efforts. Those parcels are generally located outside the
Metropolitan Urban Service Area (MUSA).
At that same meeting, it was brought to Council's attention that there are certain other
parcels currently located within the MUSA that are not subject to the original moratorium
ordinance nor any of its subsequent extensions. However, as we get closer to formulating
a new future land use plan for the 2020 Comprehensive Plan, it has become apparent that
these additional parcels should also be considered land use sensitive. It is very likely that
the zoning on these sites may change as a result of the new land use plan.
Recommendation:
City Staff recommends placing these additional parcels under a development moratorium
to ensure they will develop in accordance with Ramsey's 2020 Comprehensive Plan.
Council Action:
Motion to introduce Ordinance #98- to establish a moratorium on the development of
certain parcels of land located in the City of Ramsey, Anoka County, Minnesota.
Review Checklist:
City Administrator
City Attorney
Community Development Assistant
Hoisington Koegler Group
CC: 06/23/98
