• • <br />CASE # <br />INTRODUCE ORDINANCE TO ESTABLISH <br />DEVELOPMENT MORATORIUM ON CERTAIN PARCELS WITHIN THE <br />METROPOLITAN URBAN SERVICE AREA <br />By: Zoning Administrator Sylvia Frolik <br />Background: <br />As you recall, on June 9 the City Council extended the development moratorium another <br />6 months, but only on certain parcels that are land use sensitive with respect to the current <br />comprehensive plan amendment efforts. Those parcels are generally located outside the <br />Metropolitan Urban Service Area (MUSA). <br />At that same meeting, it was brought to Council's attention that there are certain other <br />parcels currently located within the MUSA that are not subject to the original moratorium <br />ordinance nor any of its subsequent extensions. However, as we get closer to formulating <br />a new future land use plan for the 2020 Comprehensive Plan, it has become apparent that <br />these additional parcels should also be considered land use sensitive. It is very likely that <br />the zoning on these sites may change as a result of the new land use plan. <br />Recommendation: <br />City Staff recommends placing these additional parcels under a development moratorium <br />to ensure they will develop in accordance with Ramsey's 2020 Comprehensive Plan. <br />Council Action: <br />Motion to introduce Ordinance #98- to establish a moratorium on the development of <br />certain parcels of land located in the City of Ramsey, Anoka County, Minnesota. <br />Review Checklist: <br />City Administrator <br />City Attorney <br />Community Development Assistant <br />Hoisington Koegler Group <br />CC: 06/23/98 <br />
