Case #10: Introduce Ordinance to Establish Development Moratorium on Certain Parcels within the Metropolitan Urban Service Area Zoning Administrator Frolik stated that on June 9, Council extended the development moratorium another six months, but only on certain parcels that are land use sensitive with respect to the current comprehensive plan amendment efforts. These parcels are generally located outside the Metropolitan Urban Services Area (MUSA). She explained that at that same meeting, it was brought to Council's attention that there are certain other parcels currently located within the MUSA that are not subject to the original moratorium ordinance nor any of its subsequent extensions. However, as we get closer to formulating a new future land use plan for the 2020 Comprehensive Plan, it has become apparent that these additional parcels should also be considered land use sensitive. It is very likely that the zoning on these sites may change as a result of the new land use plan. Following review of the areas recommended by staff, Councilmember Zimmerman commented that this looks like more residential and he expressed concern about a shortage of industrial property. Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to introduce an ordinance to establish a moratorium on the development of certain parcels of land located in the City of Ramsey, Anoka County, Minnesota. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and Zimmerman. Voting No: None.
