If he would prefer the conversation come from the City <br />of Ramsey directly, staff should then compose a letter regarding the subject. <br />Case #10: Introduce Ordinance to Establish Development Moratorium on <br />Certain Parcels within the Metropolitan Urban Service Area <br />Zoning Administrator Frolik stated that on June 9, Council extended the development <br />moratorium another six months, but only on certain parcels that are land use sensitive <br />with respect to the current comprehensive plan amendment efforts. These parcels are <br />generally located outside the Metropolitan Urban Services Area (MUSA). She explained <br />that at that same meeting, it was brought to Council's attention that there are certain other <br />parcels currently located within the MUSA that are not subject to the original moratorium <br />ordinance nor any of its subsequent extensions. However, as we get closer to formulating <br />a new future land use plan for the 2020 Comprehensive Plan, it has become apparent that <br />these additional parcels should also be considered land use sensitive. It is very likely that <br />the zoning on these sites may change as a result of the new land use plan. <br />Following review of the areas recommended by staff, Councilmember Zimmerman <br />commented that this looks like more residential and he expressed concern about a <br />shortage of industrial property. <br />Ms. Frolik pointed out that we have nearly exhausted our residential property. <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />introduce an ordinance to establish a moratorium on the development of certain parcels of <br />land located in the City of Ramsey, Anoka County, Minnesota. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br />Mayor Gamec recessed the regular City Council meeting at 8:56 p.m. <br />Mayor Gamec called the regular City Council meeting back to order at 9:04 p.m. <br />Case #11: Request for Final Plat Approval of Registered Land Survey for <br />Sunwood Drive Right -of -Way <br />City Attorney Goodrich stated that when the City settled its land issues with Waste <br />Management of Minnesota, Inc., (WMMI) we acquired right-of-way for the future <br />extension of Sunwood Drive across various parcels owned by WMMI between C.R. #116 <br />City Council/June 23,1998 <br />Page 14 of 23 <br />
