The minimum lot sizes and the setback requirements set <br />forth in Table 1 of Section 4.7 Dimensional Standards practically eliminate the achievement <br />of these stated intentions. See further comments under Section 4.7 where I have <br />recommended several changes. <br /> <br />Section 4.4 Resource Inventory <br />See commentary about contour interval requirements under "Rationale for Changes." <br /> <br />Section 4.5 Concept Plans <br />Subsection (1) second paragraph. <br />Change to read as follows: <br /> <br />"The minimum lot areas and width to be used <br />to design the yield plan for each zoning <br />district are the following:" <br /> <br />Section 4.7 Dimensional Standards <br />I was pleased to see that the entire section on required buffers was eliminated. The buffer <br />dimensions and specifications for plant content were arbitrary and did not allow for the <br />many possibilities spatial separation that would provide effective boundaries. <br /> <br />Section 4.7 Table 1: Density and Dimensional Standards, Open Space Development <br />In an otherwise groundbreaking and excellent ordinance, this section stands out because it <br />seems to negate much of the good that is done by everything that comes before and after it. <br />I recommend the following changes to eliminate the internal conflicts caused by this table: <br />1. Delete entire category of control: Minimum rear yard setback.... <br />2. Delete entire category of control: Minimum front yard setback.... <br />3. Delete entire category of control: Minimum setback from side lot line.... <br />4. Insert general provision: "The minimum setback from all lot lines and <br />right-of-way lines shall be five feet for <br />principal and secondary structures. to provide <br />for drainage and admission of light and air to <br />occupied structures." <br />5.
