The Consultant will review previous inventories and studies <br />including the February 1997 Comprehensive Plan Amendment, and the <br />MNRRA Comprehensive Plan, which information is to be provided by the City. <br /> <br />1.4 Meeting with City department heads. The purpose of this early meeting will be <br />to make sure that all City staff members have excellent access to the planning <br />process and can begin to contribute to it from the beginning. This session will <br />also include a discussion of issues. <br /> <br />1.5 Information mapping. The purpose of this subtask will be to map existing <br />conditions and the analysis using the City and County GIS data base. This will <br />result in the composite mapping of the natural, historical and cultural framework <br />or patterns that define the City's character as well as its assets and liabilities. It <br />will also include the detailed mapping of existing land use (optional). <br /> <br />1.6 Meetings with Staff. One meeting estimated. <br /> <br />1.7 Meetings with other governmental units. These meetings with MnDOT, Anoka <br />County Staff and the Cities of Elk River and Anoka are intended to collect <br />information and meet the multi-jurisdictional planning requirements of <br />MNRRA. <br /> <br />2.0 Analyze Trends, Forces and Issues <br /> <br />The purpose of this task will be to determine the forces that have shaped and will continue to <br />shape the City of Ramsey, to analyze trends and to identify issues that need to be resolved <br />during the course of the planning process. <br /> <br />Subtasks will include the following: <br /> <br />2.1 Updating demographic and economic information. The purpose of this task will <br />be to work with the City Staff to bring all demographic and economic <br />information up-to-date as of 1997. This will include current estimates of <br />population, employment and households, which information will serve as the <br />basis for forecasting. <br /> <br />2.2 Analysis. This subtask will include the analysis of trends and the identification <br />of forces that will likely impact the City and its growth. <br /> <br />2.3 Report preparation. This subtask will include the preparation of a trends, forces <br />and issues report illustrating the findings of this task for use by visioning session <br />participants. <br /> <br />2.4 Meetings with City Staff and Planning Commission.
