<br />3.0 Understand the Vision - Getting the public involved <br /> <br />The purpose of this task will be to build a vision and have the public answer the question, <br />"What Does this Place Want to Be?". <br /> <br />Subtasks will include the following: <br /> <br />3.1 A public information meeting. The purpose of this subtask will be to inform the <br />general public about the purpose, process and schedule for comprehensive <br />planning and to inform them of how and when they will be expected to <br />participate. <br /> <br />3.2 A visioning session. This will include the design and facilitation of one City- <br />wide visioning session to include all comprehensive planning interests. It will <br />be designed to identify issues and define and agree on a shared vision as the <br />framework for place appropriate planning. This session will provide the <br />consultant with guidance on how to prepare the Comprehensive Plan. It will <br />employ a variety of facilitation techniques and accommodate between 100 and <br />120 people representing all important City planning interests. <br /> <br />3.3 Establishment of possible Tier IT MNRRA obiectives to be the subject of a <br />portion of the community survey. <br /> <br />3.4 Preparation of a vision statement and guiding principles. This will include the <br />preparation of a written vision statement and guiding principles to guide and <br />direct the consultant in preparing the Comprehensive Plan. <br /> <br />3.5 Community Survey.(Optional service) This will be a random sample telephone <br />survey of 400 households which will be designed to sample attitudes about <br />community issues and determine which Tier IT MNRRA objectives the <br />community desires. Can be expanded to cover the sampling of attitudes beyond <br />the needs of the Comprehensive Plan. If requested, the CONSULTANT will <br />also provide the CITY with a written survey instrument (CITY to compile <br />results) <br /> <br />3.6 Special Interest meetings. These will be issues identification meetings building <br />on the visioning session. There will be two meetings with rural residents, one <br />with urban residents and one with businesspersons. <br /> <br />3.7 Meetings. This will include one meeting each with the City Planning <br />Commission and City Staff to establish the format for the visioning session and <br />frame the discussion. <br /> <br />3.8 Briefing session (optional). This will include a briefing of the City Council on <br />the outcomes of the visioning session and what it will mean to the City in <br />formulating its comprehensive plan. <br /> <br />City of Ramsey Contract/Comprehensive Planning Services <br /> <br />3 <br />
