This will include up to three meetings, each designed to
resolve critical issues that are identified during the special interest meetings.

4.0 Forecast Growth and Needs

The purpose of this task will be to assess how the City of Ramsey might anticipate growing
between now and 2020.

Subtasks will include the following:

4.1 The formulation of assumptions to serve as the basis for growth forecasts.

4.2 The forecasting of growth including population, households and employment
based on the assumptions about growth. These projections will be in 5-year
increments.

4.3 The calculation of land demand and sewer flows for the City based on growth
projections.

4.4 Meeting with Metropolitan Council Staff. This will be a very important check
point with the Metropolitan Council Staff to reach agreement on land demand
and the directions for growth. Here, questions and issues will be addressed as
outlined in the "Local Planning Handbook".

4.5 Briefing session (optional). This will involve a briefing session with the City
Council and Planning Commission regarding alternative growth scenarios and
the degree of disagreement (if any) with the Metropolitan Council Staff.

4.6 Meetings with City Staff and Planning Commission. One meeting each
estimated.

5.0 Develop and Evaluate Alternatives

The purpose of this task will be to create a variety of development patterns and major
policies based on alternative growth scenarios and the direction provided by the visioning
session participants.

Subtasks will include the following:

5.1 Development of alternative land use, transportation and natural resource/open
space protection concept plans illustrating a variety of possible physical
development scenarios. While it is impossible to determine what those
scenarios might be, one could suggest a scenario that would be heavily natural
resource protection based while others would make a lesser commitment to the
preservation of permanent open space. The consultant will work closely with City
Staff to define the alternative scenarios based on public utility availability, drainage

City of Ramsey Contract/Comprehensive Planning Services

4
