<br />patterns, natural resources, etc. This subtask will also include the evaluation of Mississippi <br />River crossing options. <br /> <br />5.2 The formulation of significant public policy directions which correlate with each <br />development scenario. This will likely include the 10 to 20 most significant <br />policies the City will need to address in preparing the Comprehensive Plan. <br /> <br />5.3 Formulation of a place appropriate urban design framework which applies urban <br />design principles to the entire community so as to create a sense of <br />"connectedness", a "sense of place" that is uniquely and distinctly Ramsey and <br />that builds on the City's already present natural, historic and cultural character. <br />This element will include the exploration and application of urban design <br />concepts and ideas which build on a framework of "central place", edges, nodes, <br />landmarks, viewsheds, gateways, paths and districts and how a more unified and <br />meaningful identity can be achieved throughout the City. It will include graphic <br />illustrations of concepts for patterns and key features that reflect Ramsey's spirit <br />and character in both built and natural elements. <br /> <br />5.4 Conduct a Community-wide meeting to include all of the visioning session <br />participants and the general public to discuss the growth projections, the <br />alternative concept plans and the major policies that may ultimately be the <br />essence of the Comprehensive Plan. The purpose of this session will be to take <br />input while the plans are still in the formative concept stage. <br /> <br />5.5 Special Interest meetings. The CONSULTANT will present the alternatives at <br />four special interest meetings including two rural, one urban and one <br />businesspersons sessions. <br /> <br />5.6 Meet with City staff to review the concepts. Two meetings estimated. <br /> <br />5.7 Meet with the Planning Commission and Staff to evaluate the options and select <br />one for further development during Task 6.0. <br /> <br />5.8 Brief the Citv Council on the possible alternative growth scenarios (optional) <br />and significant public policies so that they might have an opportunity to benefit <br />from public input and begin to shape the direction that the consultant and City <br />staff will pursue. <br /> <br />6.0 Prepare the Draft Plan, Strategies and Ordinances <br /> <br />The purpose of this task will be to prepare the written and graphic comprehensive plan <br />document in draft form and the Critical River Area and Shore land Ordinances. <br /> <br />Subtasks will include the following: <br /> <br />6.1 Detailing of the land use, transportation and environmental protection plans. <br /> <br />City of Ramsey Contract/Comprehensive Planning Services <br /> <br />5 <br />
