Anoka County is the implementing agency for regional park facilities. <br />· Include policies relating specifically to regional park and trail facilities, separate from the policies <br />regarding city parks and trails. <br /> <br />Transportation - (Carl Ohm, 602-1719) <br /> <br />This section addresses such issues as (1) traffic and its relationship to planned land uses, (2) proposed <br />improvements to the network of roads and (3) impacts of planned land uses on transit facilities and <br />strategies. <br /> <br />The draft plan's transportation element is incomplete and needs to include the following information: <br /> <br />· Analysis of existing and future traffic problems with solutions. <br />· Strategies for Tr~vel Demand Management (TOM) in order to achieve a 10 percent reduction in <br />vehicle trips.---' ""1\~1\.,^\\..t ,<-,v\/,&I"I.\.'~' <br />· Address right-of-way needs and preservation. <br />· Address roadway access management. <br /> <br />Two transportation items are not applicable to Andover. The first is a description of existing transit, <br />location of facilities, tax-incentive transit routes and high-occupancy vehicles. The second is a discussion <br />of future transit service. The plan should include these items, but indicate that they do not apply. <br /> <br />Water Resources Management <br /> <br />Our review of this section addresses issues regarding the impact of the plan on (1) water supply, (2) <br />wastewater and (3) water quality. A review of the plan indicates the following: <br /> <br />Water Supply: (Gary Oberts, 602-1079) <br /> <br />Chapter 7, Water Management Plan, appears to amend the city's 1995 Water Supply Plan. The Council <br />reviewed and approved the 1995 plan on March 11, 1996. The current draft plan updates much of the <br />information included in the 1995 plan. However, the draft plan includes no reference that this <br />information amends the officially adopted water supply plan. <br /> <br />To be consistent with the local water supply plan content requirements, the city plan should: <br /> <br />· Describe how the 1998 plan relates to the 1995 water supply plan. <br />· Include specific reference to the emergency response and conservation elements, required by state <br />law. <br />· Describe how the city is implementing its emergency and conservation efforts, as well as how <br />conservation initiatives might reduce the city's high maximum day-to-average-day demand ratio. <br />· Include a status report for the installation of well #6, which does not appear in the plan's well <br />inventory.
