<br />e <br /> <br />e <br /> <br />John Hinzman <br />September I I, 1998 <br />Page 4 <br /> <br />The plan (ch. 4) discusses the city's future land use plan and indicates that 85 percent of all new <br />construction has been single family residential. Continuing this percentage for future residential <br />development is not consistent with the Council's RGS policies. We anticipate that the city will achieve a <br />housing mix of73 percent single-family and an overall new density of3 units/acre for future residential <br />development (see above table). <br /> <br />The plan indicates that the city permits rural (outside the MUSA) residential development on minimum <br />2.5 acre lots. This is inconsistent with the Council's density policies for the rural area, which expect <br />communities with permanent rural areas to maintain a permanently rural status and meet the 1/10 density <br />policy in areas not already developed at higher densities. <br /> <br />Housing - (Linda Milashius, 602-154 I) <br /> <br />The draft plan's housing element is incomplete for review. The plan (ch. 2, pp. 3, 4) provides a summary <br />of the city's age of housing, occupancy and tenure. The plan addresses housing rehabilitation and <br />affordable housing. However, the plan should add the following information: <br />. r'-\--- <br /> <br />· Housing goals and policies, including those that meet the LivaJ;E~ffiH'HlRia@s "'\Gt (LC:\-)- <br />requirement of planning for affordable housing. <br />· A housing implementation program (Local Planning Handbook, pp. 3.11-3.12) including those <br />required for the LCA program, fiscal devices and official controls. <br /> <br />Regarding the plan's consistency with regional policies, the plan should include more information on <br />future residential density, as discussed in the land use section. The plan indicates that the average urban <br />gross density will be 2 units per acre, and that the average rural gross density will be 3.25 units per acre. <br />The plan's current density information gives our staff the indication that the city's future residential <br />density does not meet the Council's required net density of an overall 3 units per acre. <br /> <br />REGIONAL SYSTEMS <br /> <br />Staff reviewed the plan for conformity with the regional system plans and policies. <br /> <br />Aviation - (Chauncey Case, 602-1724) <br /> <br />Our review addresses issues regarding the relationship of the city's plan to the airports in the region. We <br />found that the aviation element is complete for formal review. <br /> <br />Recreation Open Space -- (Phyllis Hanson, 602-1566) <br /> <br />Our review of this section addresses issues regarding the impact of the plan on parks and other open <br />space. We found that the plan is incomplete and needs the following information. <br /> <br />· Include information referencing the regional parks' most current master plans. <br />· Include policies identifying how the city will protect the regional trail corridor and alignment, <br />especially during city road construction projects. <br />
