In addition, the <br />water supply element is in working draft form. These elements will be forwarded to you for your review <br />upon their completion. Attached, but not bound with the plan, is Appendix C, the Metropolitan <br />Council's interim strategy for surface water management. <br /> <br />As many of you may recall, a meeting was held November 7, 1997, at Ramsey City Hall to discuss and <br />identify, up front, the issues that various communities and schools need to have addressed in the <br />Comprehensive Plan for the City of Ramsey. <br /> <br />The plan strongly emphasizes protection of natural resources through sensitive land development and <br />environmental protection strategies, which place emphasis on preserving wetlands, tree canopy, and <br />natural vegetation in efforts to best provide for clean water and air. The plan incorporates the Ramsey <br />park and trail plan and re-establishes a plan for a continuous greenway that connects neighborhoods to <br />parks and open space. The plan stages urban development in five-year increments to ensure controlled <br />and orderly urban residential, industrial, and commercial development. While the plan does not provide <br />specific detail on roadway design and engineering functions, it provides a framework for an efficient <br />future roadway system. Corridor studies along Highway #10 and for the potential Mississippi River <br />Crossings are key implementation strategies that need support from adjacent communities, counties, and <br />state and federal agencies. <br /> <br />Please review the attached draft plan and return your comments as soon as conveniently possible, but not <br />later that the 60 day allotment allowed by the state legislature. The City intends to hold a public hearing <br />at the Planning Commission on December 1st and if all goes accordingly, the City Council will consider <br />the plan at the December 8th City Council meeting for submittal to the Metropolitan Council. While we <br />understand this is short notice for you to review and return your comments prior to the December 1 st <br />public hearing, any approvals will be subject to considering comments from adjacent communities <br />received within the 60 day time frame. <br /> <br />Thank you for your timely review. <br /> <br />If you have any questions, please contact Cindy Sherman at Ramsey City Hall. <br />
