Any city may thereafter enforce such regulations in the area to the <br />same extent as if such property were situated within its wrporate limits, until the county or town <br />board adopts a comprehensive zoning regulation which includes the area. <br /> <br />Seclion 4 Minnesota Statute9 Ch.pter 473. <br /> <br />Minnesota Statutes Chapter 473 is amended by adding the following section. <br /> <br />Section 473.900. Metropolitan Urban Reserve Developme.at Distrieh <br /> <br />Subd 1 Autboril;)'. Local units of government may propose and adopt Urban.Reserve <br />Development Districts within the metropolitan urea. <br /> <br />Suhd.2. Definitions. The definitions set forth in Minn. Stat. ~ 473.852 shall apply to this <br />section. In addition, the following terms shall have the following meanings: <br /> <br />(a) "Planned Urban Reserve" means land situated within the urban reserve area <br />delineated by the Metropolitan Council in the Regional Blueprint adopted pursuant to <br />Minn. Stat. ~ 473.175. <br /> <br />(b) "Urban Reserve Development District" or "District" means a contiguous land area <br />within the planned urban reserVe whose status has been approved by the Metropolitan . <br />Council pursuant to this section. An Urban Reserve Development District must be at least <br />320 acres in size and may include, without limitation, land planned for future residential, <br />commercial, industrial, public. recreational. open space uSes and environmental protection. <br />Land within an urban reservc district may be owned by one or more persons and may be <br />situated within one or more local governmental units. <br /> <br />(c) .~'t.:rban Reserve Development Plan" or "Urban Reserve Plan" means a plan <br />identifYing and locating futurc public and private land uses within an Urban Reserve <br />Development District prepared and adopted by a local governmental unit which provides a <br />layout of roads, streetS, parks, sewer facilities.... <br /> <br />(d) "Land Owner" means the current record fee ownet of property. <br /> <br />Subd. 3. District Initiation. The establishment of an Urban Reserve Development District <br />may be proposed to the local governmental units within which it is to be situated by one or more <br />persons owning at least 6ooA. of the land within the proposed district.
