<br />" <br /> <br />..... <br /> <br />SuM. 4. Urban Reserve nev!ment PI~. Following receipt ofa proposa' establish a <br />district. a local governmental unit shall work with affected land owners to develop an Urban <br />Reserve Development Plan for the area. The Urban Reserve Plan shall delineate the phased and <br />ultimateJurbanized use of the land in the distrid and shall identifY the lots which can be developed <br />initially and over time, the loc::ations of streets, sewers. parks, open space, environmentally <br />sensitive areas, and other public uses and facilities. The Urban Reserve Development Plan shall <br />be consistent with the Comprehensive Plan. <br /> <br />One or more public hearings shall be held by the local governmental unit in developing the <br />Urban Reserve Development Plan. Following prelimincuy development, the plan shall be <br />reviewed and adopted by the planning commission and submitted to the governing body of the <br />local governmental unit for review and modification. <br /> <br />Subd 5 District Pronosal. A local governmental unit may propose the establishment of <br />an Urban Reserve Development District following the development of an Urban Reserve Plan and <br />thc.adoption ofa resolution by the governing body which determines that the establishment of the <br />Urban Reserve Plan will comply with the following: <br /> <br />· that the land within the proposed distJict would be subject [0 large lot <br />development without the establishment of the District; <br /> <br />· that the establishment of the djstrict win enable more efficient development <br />and installation of public $efVices and facilities necessitated by urban <br />development and will enhance the urban development of the land within the <br />district; <br /> <br />· that the establishment of the district and the proposed Urban Reserve Plan <br />are consistent with the Comprehensive Plan; <br /> <br />· that land within the district will be served by the metropolitan sewer system <br />to accommodate the staging in the Urban Reserve Plan and could be <br />serviced by a community sewer system on an interim basis prior to the <br />extension of the system~ and <br /> <br />· 'that the owners of at least 75% of the land within the district support its <br />establishment and the proposed Urban Reserve Plan. <br /> <br />Subd. 6. Proposaf Transmission. A proposal to establish an urban reserve development <br />district shall be transmitted by the local governmental unit within which it is situated to the <br />Metropolitan Council and the county within which the land is located unless the situs county has <br />initiated the establishment of the district. The resolution authorizing the establishment of the <br />district. the Urban Reserve Development Plan for the District and other background and <br />supporting information shall be transmitted with the proposal to establish the District. <br /> <br />Suhd 7 Con~ Review.
