The Comprehensive <br />Plan will provide significant public policy on how to attain planned, high quality and <br />environmentally sensitive development. The Comprehensive Plan will also resolve many of the <br />critical issues that surround future development in the community. It is important to make sure <br />that new development does not conflict with the vision for the future community. <br /> <br />At this time it is not yet possible to predict the outcome of the planning process and what affect it <br />might have on the development of cenain parcels or vice versa. Because the moratorium was <br />imposed to allow for the completion of the Comprehensive Plan, we would suggest not lifting the <br />moratorium for any parcels that were originally included. We realize that not lifting the <br />moratorium has an impact on the salability of the parcels and thus may prevent private properly <br />owners from realizing an expected profit in their investment: however, this moratorium serves <br />the general publics interest by allowing the community to plan for its future. <br /> <br />There are some situations were development may be suitable with the general direction of the <br />Comprehensive Plan and, given careful consideration to site planning details, could be excepted <br />from the moratorium. We suggest continuing to address these situations on an individiiai basis <br />as you are currently doing. <br /> <br />You had requested that we provide you with a list of commercial and industrial parcels that <br />should be retained within the moratorium. The following list identifies parcels that we feel <br />should not be lifted from the moratorium. This list represents the most critical areas affected by <br />the Comprehensive Plan. <br /> <br />1. All commercial/industrial parcels within the Highway 10 Conidor. <br /> <br />. What will happen to address the question of "Image" along the corridor? <br />. How will the future level of service and design of Highway 10 change given the preferred <br />growth scenario? <br />. Will the Critical Area regulations expand to include the corridor under MNRRA <br />planning? <br />.
