L <br />From: Brad Scheib, Hoisington Koegler Group, me ~. <br />Date: June 15, 1998 <br /> <br />Re: Ramsey Draft Land Use Element of the Comprehensive Plan Update. <br /> <br />You had requested some information pertaining to the land use designation of the Kurak <br />Property as part of the Comprehensive Plan Update. Attached is an incomplete draft of <br />the land use plan. It includes a description of "Mixed Residential" land use and a draft of <br />the goals and policies that guide development within Mixed Residential areas, which is <br />currently shown for the Kurak parcel. It does not include goals and policies of the <br />"greenway" which encompasses a large portion of the Kurak property. The "Greenwayll <br />is described as an overlay district that consists of a wealth of natural resources, tree <br />canopy. wetlands, steep slopes etc... It is intended that this green way would get special <br />attention when developed and that extra steps would be taken to protect that area. It does <br />not mean that development can not occur within the greenway. However, development <br />that does occur within the greenway must adhere to high quality, environmentally <br />sensitive and friendly design. Cluster housing or TDR might be applied within the <br />greenway. <br /> <br />Over the next month we will be further refining these plans. At this time. however, I <br />would suggest that you do not invest a lot of time in planning based on the description or <br />lack of descriptions provided in this incomplete draft. The final document will not be <br />approved and official until the Metropolitan Council has considered it and the City <br />Council has adopted it probably in early 1999.
