The highway system plan includes private auto travel, public transit <br />and truck freight. It also identifies a network of principal arterials, a set of minor arterials designated <br />as "A" and "B" to differentiate the relative significance in the regional system, and a network of <br />collector roads. Non-freeway principal arterials and "A" minor arterials are the focus of regional <br />highway funding eligibility. <br /> <br />All communities and the seven counties in the Twin Cities metropolitan area are required to submit <br />updated comprehensive plans to the Metropolitan Council for review by December 31, 1998. The <br />Metropolitan Council anticipates that each community will critically review and refine the "A" and <br />"B" minor arterial and collector networks in concert with regional and local policies. An adequate <br />system of minor arterials and collector roads in your community is important because they are used <br />for local trips and connect land uses to the metropolitan highway system. They are also important to <br />providing good transit service. <br /> <br />If your community's comprehensive plan proposes to change the current functional classification of <br />any principal or "A" minor arterial, you will need to go through the functional classification <br />amendment process. Your community must submit a written request outlining the proposed changes, <br />a location map and a brief rationale showing how the new classification supports the functional <br />classification criteria in Appendix F of the Transportation Policy Plan. Printed maps showing the <br />Transportation Advisory Board's (TAB) roadway functional classification are available from the <br />Metropolitan Council. If your community proposes to change the functional classification of a road <br />that is not under your jurisdiction (e.g., a county road), your submittal must include comments from <br />the county. The TAB encourages you to coordinate changes with neighboring communities to ensure <br />consistency at municipal boundaries.
