As
transportation access to the rest of the metro area and neighboring suburbs improves, more
persons will be interested in obtaining part of the mrallife-style present in Ram!:ey. As the
population in Ramsey ages new housing opportunities will be needed to fulfill the life-cycle
housing needs of Ramsey residents. It is critical that growth in Ramsey be guided and managed
so future generations will be awarded the same benefits as today's society.

Places to live are intended to reflect the continuous greenway network established by the Land
Use Plan. While undevelopable lands (wetlands, steep slopes, ponds and lakes) are not intended
to be eligible for density credit, useable lands, which are protected for green ways are intended to
receive density credit.

Places to live in Ramsey are very diverse in terms of lot sizes, but very similar when it comes to
types of housing. While the housing type in Ramsey is predominantly the single family detached
housing unit (96%), residential ]ots range from the farmstead of 10 to 20 acres to the rural estate
lots averaging 2.5 acres, down to the urban lot on a third of an acre served by municipal utilities.
Each of these places demands different treatments to protect the integrity of neighborhoods and
life-styles.

General Residential Housing Goals
The following are the City's goals for places to live:

· To provide housing opportunities for persons of all ages, income levels, physical abilities and
ethnicity.

· To provide a variety of housing types and styles to satisfy the life-cycle needs of Ramsey
residents.

· To ensure housing development respects the natural environment and preserves areas of
significant natural resources such as wetlands and tree canopy.

· To protect a piece of the rural life-style and character of the Ramsey Community.

· To provide for the availability of a fun range of services and facilities for resident...

· To create and improve upon access to and lin1cages between housing and employment.

· To maximize the efficiency of but not over utilize the regional and local built and planned
infrastructure system.

· To accommodate 2,500 to 2,700 future households within the remaining vacant land in the
existing and future Metropolitan Urban Services Area.

· To achieve an overall gross density for all future residential housing development within the
urban services area of 3 units per acre.

· To achieve a density of 2 units per net acre for single family housing development and an
average density of 8 units per nel acre for multi-family development.

Hoisington Koegler Group, Inc.

Ramsey Comprehensive Plart
