e e Table 2 reveals a general trend of decreasing growth rates in the region during the 1980s; however, no community shows this trend in such a dramatic fashion as the City of Ramsey going from a growth percentage of 327.7% in the 1970s to 22.9% in the 1980s. Figure 3 illustrates this irregular pattern of growth through housing starts beginning as early as the 1950s. This graph shows that a great majority of the housing units in the City were constructed between two five-year periods. Together these two periods account for roughly half of the total housing units built in the City of Ramsey. Municipal sewer facilities were extended to the City of Ramsey in 1985. Table 3 shows a historical comparison of urban building permits vs. rural building permits pulled from 1980 to current.
