,.

612-3386838

HOISINGTON KOEGLER
.

314 P02 OCT 07 '98 12:54

L

e

3. Redevelopment Plans-$25,000-$50,OOO for each general area

. Scattered sites along Highway 10 and the Industrial Park areas: A redevelopment plan
would include a financial assessment, market analysis, site designs and architectural
guidelines and review process, assessment of infrastructure needs and improvements and
environmental reviews.

4. GIS development-$15,000-$20,OOO for a computer and plotter, GIS software, data and
training for two staff.

. Development of Geographic Information System is an implementation strategy that will
support a variety of activities in the Community Development Department. The basic
activity is for computer mapping. However, it also can serve as a tool for permit
tracking, private septic system inspections, assessing, public notices for zoning and as the
system progresses it can be much more useful. Consulting fees would likely be minimal
on this project.

All of these projects depend on the desired level of public participation through public meetings,
focus groups, task force, open house or some other means. They also depend on the desired level
of detail in the plan and how much staff time can be committed to the project.

Other costs/sources of revenue to consider are staff or consultant time to put together grant
proposals (DTED, Livable Communities Demonstration Account, Tax Base Revitalization
Account, CDBG, etc...) Although these are usually good sources of funding, a grant application
must be put together to acquire the funds and this can take anywhere from 10 hours to 100 hours
of staff time depending upon the complexity of the grant.

I hope this gives you a general idea for your budgeting purposes.

CC: Fred Hoisington
