The plan will outline a series of "strategies" which will have the <br />potential to positively influence growth and change over the course of the next 20 years. It is not <br />expected that the City undertake all the strategies at once. Therefore, it is important that some <br />time during the process, the Council detennine which of these projects should be priority for the <br />]999 budget. We will be presenting the implementation strategies when the draft of the plan is <br />complete, but it might be a good idea to introduce these ideas to the Council as you begin <br />preparing the 1999 budget. <br /> <br />1. Master Planning--$50,OOO to $100,000 each <br /> <br />· Industrial Park: There are two general areas (south of the landfill and west of Ramsey <br />Boulevard) both approximately 80 acres in size, which appear to be good locations for <br />this type of development. A recommendation would be to develop a master plan that <br />encompasses environmental reviews, generally Jays out infra.~tlUcture and utility needs, <br />determines how such infrastructure and any environmentaJ cleanup would be financed, <br />establishes landscape and architectural standards, etc... <br /> <br />· Town Center: A mixed use town center site of roughly 80 to 100 acres is suggested as a <br />potential project that would require planning at a greater detail and long range. Similar to <br />the industrial park master plan, this project would encompass environmental reviews, <br />infrastructure and utility planning, financing and design work. Mixed u.~e development <br />such as proposed would also require a market analysis component. <br /> <br />2. Corridor Studies--$50,000 to $75,000 each <br /> <br />· Highway 10: A conidor study along Highway 10 would facilitate a discussion at the State <br />level for setting aside funding for the improvement of the Highway corridor to freeway <br />design. This type of project would include: land use planning, roadway and right-of-way <br />design, fiscal/economic impact analysis, environmental review, etc... This project would <br />be lesser in priority. Sufficient time is be needed to "organize the effort" (gain political <br />support) which would involve communicating with the COlmty, MoDot, Elk River and <br />Anolca.. .other potential funding assistance. <br /> <br />. Mississippi River Bridge Crossing Corridor: The reasoning for this study would be to <br />detennine an exact location for a future bridge, alignment of connecting trunk highway <br />and financing sources. The task of "organizing the effort" is an the more important in <br />this case because of the number of agencies involved and the political atmosphere. This <br />project would probably be out past 2000. <br />
