<br />~ ~~i~9~?'~~~:i~n~~:~~~~re :~~~;Z.S~~0'1 <br /> <br />... <br /> <br />January 13, 1999 <br /> <br />Cindy Sherman, <br />Community Development Director <br />City of Ramsey <br />15153 Nowthen Blvd NW <br />Ramsey, MN 55303 <br /> <br />RE: City of Ramsey <br />Informal review ofthe November 9, 1998 Draft Comprehensive Plan <br />Metropolitan Council District 9 <br />Referral File No. 16806-2 <br /> <br />Dear Ms. Sherman: <br /> <br />On November 13. 1998, you requested that the Metropolitan Council staff complete an informal review of <br />the city of Ramsey's draft comprehensive plan dated November 9, 1998 to determine whether it meets the <br />~etropolitan Land Planning Act requirements for the 1998 plan updates. <br /> <br />Our staff informally reviewed the plan for conformity with the regional system plans, as well as for <br />consistency with the Regional Blueprint and other chapters of the Metropolitan Development Guide. <br />Lastly, we compared the plan with our Local Planning Handbook, which outlines plan content <br />requirements. We offer the following advisory comments. <br /> <br />Regional Blueprint <br /> <br />Land Use -- (Jim Uttley, AICP, 651-602-1361) <br /> <br />This section of the plan has addressed all of the required subelements of the land use plan section of a <br />comprehensive plan (land use, historic preservation, solar access, and surface w.iter management). The <br />Mississippi River Critical Area plan is not included in the draft comprehensive plan that the Council <br />received. As submitted, this section of the plan would be found to be incomplete. <br /> <br />The Regional Growth Strategy (RGS) in the Regional Blueprint identifies the city of Ramsey being <br />partiaUy urban, partially inside the 2040 urban reserve and partially permanent rural. <br /> <br />The Council's forecasts reflect the Regional Growth Strategy for using land and existing regional <br />facilities efficiently, and for serving as an initial target to encourage communities to accommodate <br />additional development. The draft plan correctly identifies the Council's forecasts for the City in Table 8 <br />(p. 21) of the plan, but fails to supply a similar table showing the City's own, proposed forecasts based on <br />its proposed land use plan. From past discussions with the City, Council staff has been led to believe that <br />the proposed plan will result in substantially fewer households, population and employment than the <br />Council forecasts. This needs to be clearly documented in the plan. (Side Note: the population shown in <br />Table 8 for 1990 is incorrect, that number is the actual 1980 population; other tables show the correct <br />1990 population). <br /> <br />The plan should include both data and a map to indicate the locations and intensities of existing and <br />proposed land uses in the City.
