As
part of each comprehensive plan, a Mississippi River crossing is discussed. The City of
Ramsey's draft Comprehensive Plan currently contains two proposed Mississippi River
crossings; one at the Mississippi West Regional Park and the second at a location
approximately one mile to the west. The City of Ramsey currently understands that the
City of Dayton's draft Comprehensive Plan includes approximately the same two
alternative crossings.

The City of Ramsey understands that the preferred Mississippi River crossing would be
the westerly-located alternative. Because of this understanding, the City of Ramsey
would propose that the Cities of Dayton and Ramsey enter into a joint resolution
supporting the Mississippi River crossing at the westerly located alternative, additionally
each city would remove the easterly located alternative from their respective
Comprehensive Plans. If the City of Dayton would agree with the proposal for a joint
resolution, the Ramsey City staffwill be directed to draft a proposed resolution.

Thank you in advance for your cooperation in this matter.

Best regards,

~
,.
