<br />~ <br /> <br />-- <br /> <br />, <br /> <br />-) <br /> <br />* Ramsey's future land use and staging plan provide an amount of urban growth that will <br />have reached the urban growth boundary by the year 2015. The City will therefor not <br />have a growth stage beyond 2015. <br /> <br />16. On PalZe 52 following the paragraph under subheading Permanent Rural Area Develooment <br />add the following paragraph: "Just as urban areas are staged to control the rate of growth, <br />efforts to manage rural growth should also be put in place. While staging by geographic <br />boundary is necessary in urban areas because of the timely extension of utilities, in the rural <br />area, development may happen in any area. The City should consider limiting the number of <br />rural residential building permits to no more than 20 permits per year. This will extend the <br />availability of new rural housing units at least to the year 2020, and prevent an influx of <br />development pressures in the rural areas. " <br /> <br />17. On Pa\?e 54 under the Historic Preservation element amend policy 1 to read as follows: " <br />Review local building permit applications, site plan proposals and PUDs for historic <br />significance through consultation and communications with the State Historical Preservation <br />Office (SHPO) and the Anoka County Historical Society and other historic preservation <br />resources and agencies." <br /> <br />18. On PalZe 70 under the subheading The Plan For Housing replace the first paragraph with the <br />following: "The City of Ramsey is currently a participant in the Livable Communities Act <br />Local Housing Incentives Account Program. As part of this agreement the City of Ramsey <br />adopted the following housing goals in December of 1995 to give direction to the City's <br />affordable and life-cycle housing planning and development efforts, through at least the year <br />2010. The goals are included here to fulfill the affordable housing planning requirements of <br />the Land Planning Act." <br /> <br />19. On Page 72 policy # 6 is reworded to read "Ensure zoning ordinance provisions do <br />not create difficulty or prohibit the ability to develop affordable housing." <br /> <br />20. On PalZe 89 under subheading Parks and Recreation Plan the last sentence in the second <br />paragraph should be added to read "In addition, the City should consider installing paved <br />trails or sidewalks along all collector streets concurrent with their construction. " <br /> <br />21. On Page 91 the last sentence of the fifth paragraph should be added to read "An elevated <br />pedestrian crossing over TH 47 should also be considered" <br /> <br />22. On Page 92 under the subheading Park and Recreation Policies policy # 18 should <br />have the following added to the end of the sentence"... which would also provide trail <br />access to designated Highway 1 0 crossings. " <br /> <br />23. On Page 115 replace the last three sentences in the second paragraph with "The City <br />of Ramsey has recently consolidated its EDC and EDA into a single entity, the <br />Ramsey Economic Development Authority (EDA). " <br /> <br />24. On Page 117 under subheading General Economic Development Policies add policy <br /># 13 to read as follows: "Use public subsidies (such as TIF) to lure local businesses <br />only when it is evident that without such subsidy, the jobs and tax base will leave the <br />Anoka County region. " <br /> <br />> <br />
