Fifth Street <br />St. Paul, MN 55101-1634 <br /> <br />Dear Ms. Milashius: <br /> <br />The enclosed package includes the required submittal items for the Metropolitan Council's formal <br />review of the recent draft of the City of Ramsey Comprehensive Plan update. The plan is a <br />complete plan rewrite and was drafted in a manner to serve the City of Ramsey and as best <br />possible remain consistent with the requirements as outlined in Minnesota Laws governing <br />Comprehensive Planning for Metropolitan Area communities and the goals and objectives of the <br />Regional Blueprint. <br /> <br />The are several items that should be pointed out however relative to Ramsey's process and fmal <br />draft plan. These items include the following: <br /> <br />1. Items in the January 13th, 1999 Informal Review letter from Richard Thompson were <br />addressed in the revised draft as submitted. <br /> <br />2. The December 21st, 1999 draft contains some additional revisions from the March 8th draft <br />that was recommended for approval to the City Council by the Planning Commission. Those <br />changes generally include: <br /> <br />. Eliminating reference to "Cluster Housing" as a development tool. While developers <br />may still propose using cluster housing techniques, the City will not encourage nor <br />discourage the use of these techniques. <br />. Expanding the land use designation of the residential transition area (Urban Rural <br />Residential Transition) to include all vacant land where existing platted single family <br />residential homes abut vacant lands. <br />. Clarifying the land use category of "low density residential" to emphasize that this <br />designation is primarily intended for single family detached housing, but under PUDs <br />limited multi-family may be permitted. <br />. Lowered densities from 4:5 u/a to 4 u/a in low density areas and 8 u/a to 6 u/a in medium <br />density areas. <br /> <br />3. This Comprehensive Plan update includes acknowledgement of a future MUSA expansion <br />area in plan form. However, this comprehensive plan submittal is not to be construed as a.. <br />formal request for MUSA expansion as the City of Ramsey Charter Section 14.1.3. requires <br />approval "by a majority of registered voters prior to its implementation or submission to any <br />outside regulatory body." There has been some discrepancy as to the legality of this charter <br />provision, however this issue remains unresolved and this vote has not yet been taken. <br />
