I have <br />reviewed these plans for consistency with the voluntary policies of the Mississippi <br />National River and Recreation Area's (MNRRA) Comprehensive Management Plan <br />(CMP). <br /> <br />Comprehensive Plan <br /> <br />In general, the plan contains many ofthe voluntary policies of the MNRRA CMP. It is <br />particularly effective in addressing resource protection and open space issues. However, <br />Executive Order 79-19 is the foundation for compliance with Critical Area (Tier 1) and <br />voluntary conformance with MNRRA (Tier 2). The Metropolitan Council and <br />Department of Natural Resources will comment on consistency of policies with State <br />Critical Area requirements (Executive Order 79-19). The National Park Service offers <br />the following comments regarding conformance with the voluntary MNRRA policies: <br /> <br />Page 32 - Permanent Rural Policies: Add "cultural" resources to policies 3 and 6. <br /> <br />Page 37 - Urban Residential Policy 15: Correct this sentence to say "Ensure projects are <br />consistent with the goals and policies of the Mississippi River Corridor Critical Area <br />Plan and the voluntary policies ofMNRRA, and are sensitive to the river's natural and <br />cultural environment. <br /> <br />Page 50 - Historic Preservation Goals: The policies in this section should address <br />Cultural Resource preservation. Cultural resources, by definition, include archaeological <br />resources, cultural landscapes, historic buildings and structures, and ethnographic <br />resources. We also recommend that restoration efforts be consistent with the Secretary <br />
