<br />e <br /> <br />e <br /> <br />A policy statement is needed for: Inconsistent riverfront land uses that cause adverse <br />effects on the river corridor will be converted to consistent land uses if the owner moves <br />away. (See policy 3, page 18). <br /> <br />Site Development Policies (Pages 19 - 21. MNRRA CMP) <br /> <br />We commend the City of Ramsey for including policies that encourage cluster <br />development and resource protection. The City may also want to consider adding <br />policies for: <br /> <br />. Uninterrupted or revegetated shoreline areas along the river, where practical. <br />. New development areas to appear as natural as possible. <br />. Restoring "degraded" wetlands, where practical. <br />. Coordinating bicycle/pedestrian connections to the river from neighborhoods, <br />and regional trail corridors, in addition to greenways and existing parkland. <br />. Encouraging underground utilities and sustainable building practices in new <br />development (i.e. energy efficiency and water conservation). <br />. Consulting with the Minnesota Historical Society and/or Native American <br />groups to determine if new site development will affect cultural resources. <br />. Consulting with the MN Department of Natural Resources to protect habitat in <br />new development, including habitat for rare, endangered and threatened <br />speCIes. <br /> <br />Open Space and Trails (Pages 24 - 25. MNRRA CMP) <br /> <br />The Comprehensive Plan's policies are very good and should be cross referenced in the <br />City's Critical Area Plan. If applicable, language for locating the continuous trail as <br />close to the river as practical should be added (see CMP policies 7 and 8). A policy <br />could also be added to support Anoka County's efforts to establish a regional trail and <br />protect open space. <br /> <br />Natural Resource Management (Pages 31 - 32. MNRRA CMP) <br /> <br />Both plans contain many of these CMP policies. Consider adding policies to reduce use <br />of salt on roads, alternatives to lawns in the shoreland area, protecting streambanks and <br />water quality from negative impacts of recreation, and minimizing impacts from toxic <br />materials (CMP policies 6, 9, 14, 19,22). <br /> <br />Cultural Resource Management (Pages 34. MNRRA CMP) <br /> <br />The City's policies for protecting "historic" resources (i.e. buildings and structures) are <br />very good. These policies should be cross referenced in both plans and address: <br />
