28

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Smaller community and neighborhood parks will continue to provide open space, passive uses,
and lesser developed facilities to serve smaller neighborhood service areas.

Trails are proposed to link neighborhoods with major activity centers and parks. The City's
trail system is proposed to link to the regional trail in at least two locations. A third location
linking the trails is yet to be identified, but would be at a controlled intersection within the
urban area. Th City has also entered into discussions with the City of Anoka to provide for the
connection of Ramsey's trail system with the trail system being developed in Anoka. This link is
proposed to come via the River's Bend Park located in the current MUSA. This park also is
handicap accessible including picnic ares and a fishing pier, making it an ideal stop for all
members of both communities.

VII. OTHER LAND USE CONSIDERATIONS

Several major land uses, as shown in Figure 2, are located within the City's urban reserve area
but outside of the MUSA 2000. These large land uses account for nearly 900 acres of land
within the urban reserve area. Future MUSA expansions will need to consider the compatibility
of development with these uses as well as extension of utilities beyond these parcels.

Anoka Reaional Sanitary Landfill

The existing landfill is situated northwest of the MUSA 2000 and immediately north of a
candidate landfill site. The landfill is currently scheduled to close on December 31, 1993. No
end use plan has been submitted by the Owner of the facility other than a proposal to use
approximately 10 acres for the development of a ski hill. Currently, the owners are in the
process of implementing a remedial action program which is required to contain extensive
groundwater contamination which is generally south/southeast of the existing site. Dependent
on the success of this program, City sewer and water may be required to be extended to existing
and planned residential areas easVsoutheast of the existing fill. Approximately 460 acres are
currently used as landfill, related landfill activities or have development limitations imposed
due to the candidate landfill siting process.

SITE "POI CANDIDATE LANDFILL

Immediately south of the existing Anoka Regional Sanitary Landfill is a new candidate landfill
Site "P". The proposed landfill site is one of three currently under environmental review prior
to site selection. MS473.810 imposes a development limitation on the proposed site and buffer
area, The City has neither proposed development nor entertained the prospect of development
within these areas. The City has adopted Ordinance #90-05 which places limitations on landfill
design, construction and operations within the City to minimize land use compatibility conflicts
from future development.

Public Lands

The Anoka School District's Ramsey Elementary School, City Hall lands and Anoka County's
Mississippi West Park also account for large blocks of land lying just outside of the MUSA.
