POLICY - Service level - The City will support growth that can be accommodated within <br />existing or planned service capacities. Growth beyond the service capability of the City <br />has potential for adverse impact on not only the City but on surrounding areas. The <br />service levels should be maintained at a level that adequately serves the residents. <br /> <br />Urban Reserve Area Development Policies <br /> <br />5. POLICY - The City's comprehensive plans reflect the projected use, staging of <br />urbanization and public facilities programming for the land surrounding Ramsey. The <br />areas under the City plan which are scheduled for urbanization beyond 2000 will be <br />shown as Urban Reserve Area. <br /> <br />6. POLICY - Service level - The service levels in the Urban Reserve Area should remain <br />the same as that of the Rural Transition Area until such time as the land is added to the <br />MUSA. <br /> <br />7. POLICY - The Urban Reserve Area shall be managed to accommodate urbanization in <br />accordance with the comprehensive plan of the City. With the exception of limited <br />development provided for in this policy, the land in the Urban Reserve Area shall have a <br />residential density not to exceed 4 dwellings per 40 acres with a minimum lot size of 10 <br />acres. <br /> <br />Rural Transition Area Development Policies <br /> <br />8. POLICY - Activities that require levels of service higher than existing or proposed for <br />the area should not be located in this area. Sewer service shall be provided by private, <br />on-site systems. In the event that it becomes necessary to establish a central sewer <br />and/or water system due to problems caused by existing development, a special <br />assessment district shall be established to pay for the installation and maintenance of <br />such systems. <br /> <br />9. POLICY - The principal long-term land use in this policy area will continue to be <br />residential development on 2.5 acre lots. The density shall be four dwelling units per <br />40 acres on a pro rata basis with a minimum lot size of 2.5 acres. <br /> <br />1 O. POLICY - Certain non-residential land uses may be appropriate in this area. Such uses <br />would include those permissible in the rural service area and businesses that provide a <br />service off the site whose primary use of the land will be storage and maintenance of <br />equipment used off the site. The typical use of this type would be the contractor yard - <br />road building, construction, landscaping, well drilling. This provision would <br />accommodate those operations that would be too large or inappropriate under the home <br />occupation provisions. <br /> <br />11 . POLICY - All proposed development within the rural transition area shall be served by <br />bituminous roads. <br /> <br />1 2. POLICY - Development shall occur on an environmentally sound basis as further <br />enumerated in Policy 17. <br />
