Six (6) inches shall be placed on the fill material over the entire area of the mound. <br /> <br />24. A grass cover shall be established over the entire area of the mound. <br /> <br />25. No shrubs shall be planted on the top of the mound. Shrubs may be placed at the foot and <br />side slopes of the mound. <br /> <br />26. The side slopes on the mound shall be no steeper than three (3) to one (1). <br /> <br />150.01 .4 H . 2000 URBAN SERVICE AREA ALTERNATIVE. <br /> <br />SUBDIVISION 1. GENERAL. <br /> <br />Sanitary sewer service is expected to be available to portions of the 2000 Urban Service Area <br />by 1990. The 2000 Urban Service Area property owner shall remain responsible for <br />individual waste disposal until such time that the sewer connection is affected. Urban area lot <br />dimensions tend to be more restrictive for certain methods of waste disposal. It is the purpose <br />of this section to provide the urban service area with alternatives to the long-term approach of <br />individual waste treatment hereto before outlined in this chapter. Such alternatives will allow <br />for "temporary" treatment until such time that the property is connected to the municipal <br />sewer. Systems described herein are notapplicable to the 2000 rural and transition areas (as <br />defined in Section 170.01.2B) as the systems are not considered to be long-term disposal <br />methods. <br /> <br />SUBDIVISION 2. HOLDING TANKS. <br /> <br />Holding tanks may be allowed only as replacements for existing non-conforming urban service <br />area systems and only where it can conclusively be shown that a standard or approved <br />alternative system cannot be feasibly installed, or where holding tanks can be demonstrated to <br />be more economical than alternative systems. <br /> <br />Construction <br /> <br />\ <br />A holding tank shall be constructed of the same materials and by the same procedures as those <br />specified for watertight septic tanks, except that there be no outlet pipe. <br /> <br />Access <br /> <br />A cleanout pipe of at least six (6) inches diameter shall extend to the ground surface and be <br />provided with seals to prevent odor and to exclude insects and vermin.
